| 520 | _aIrrigation management is aimed to supportwater availability in the field through provisionand supplyof water in propervolume, rate and durationto meet crop water requirement. To sustaingood irrigation performanceand its efficiency, it is required to have clear law and regulations with respect to fairness in sharing ofwater, good irrigation infrastructure maintenance and good collaboration the irrigationinstitutionsincluding active participation from farmersin managing theirrigation schemes. Water distribution efficiency is an issue in Karawang regency, since water distribution from upstream cannot fully reach downstream part.Upstream part always receivesmore water while downstream part always is late in receiving water from upstream.Thisresearch focused on the assessment of irrigation performance in Telagasari irrigation scheme, one of irrigation schemes which arelocated in Karawang district, West Java Indonesia. In this assessment the performance indicators suggested by IWMIwere used,such as: Service Delivery Performance, Financial Performance, Productive Efficiency and Quality Level of Service.Based on rotation in water allocation and distribution, assessment was conducted in five category areas (Category area I-V) where category area I is located in upstream part (close to water intake) followed by category II, III,IV and category V respectively. Category Vislocated intail end of the scheme (downstream part).The relevant data associated with the indicators were taken from Perum Jasa Tirta II (irrigation agency),District Agricultural, Forestry and Plantation Services of KarawangandMeteorologicalClimatological and GeophysicsAgency of RegionII, Indonesia for the period from 2007 to 2011.TheService Delivery Performance indicators;which includedTotal Annual Volume of Irrigation Water Delivery, Annual Volume of Irrigation Water Delivery Per unit Area, Annual Relative Water Supply, Annual Relative Irrigation SupplyandWater Delivery Capacity; were estimatedas611 million m3to 671 million m3;12,000 m3/ha to 21,000 m3/ha; ratio from 0.9 to 1.5; ratio from 0.7 to 1.3 in period January-June, and ratio from 0.6 to 1.1 in period July-December; ratio from 1.6 to 2.2 respectively.Total management operation and maintenance costsare could not meetto the canal damage conditions.Staffing number per unit area is more thansufficient for managingthe area, where it is identified that one irrigation staff being placed to manage area285 ha. The productive efficiency indicatorsi.eoutputper unit service area,outputper unit irrigated area,output per unit irrigation supply, output per unit water consumedvaried from 2007-2011 in each category areaI-V; from720 $US ha-1to 2,962 $US ha-1; 1,744$US ha-1to 5,358$US ha-1; 0.12 $US ha-1to 0.55 $US ha-1; 0.13$US ha-1to 0.40 $US ha-1 respectively. Law enforcement in irrigation sector together with the irrigation institution(government, irrigation agency and water user association)should be strengthened.Maintenance activity and rehabilitation of irrigation infrastructure should involvefarmer participation who is the main actors in use of water. Thosestrategiesare expected can improve and increase the level of irrigation performancein Telagasari Irrigation scheme. | ||
