520 _aThis research assessed the performance of the community volunteers (CVs) at the different stages of community development projects (CDPs) in Tibetan communities in Qinghai Province in China. The main objectives of the research are to examine the motivations of the CVs' in their community development projects, assess the development performance of the CVs in the CDPs, evaluate people's benefits gained from the projects, identify strengths and limitations of the CVs in performing the CDPs, and suggest recommendations to improve the development performance of the CV s in conducting their future CDPs. The CV s referred to the young students from English Training Program who voluntarily performed the CDPs during their free time in order to develop local Tibetan communities. The performances of the CVs were assessed in three stages consisting of project formulation, implementation and M&E of their CDPs. The research was conducted in three counties in Qinghai Province using survey questionnaire and conducting interviews with a total of 12 volunteers. The research was focused on qualitative analysis but a basic quantitative method was also applied. The key findings of the research showed that the CVs' performances in the CDPs were assessed positively in general, especially identifying problems and needs, project operation, formulation of project village committee and defining project budget were assessed very highly. However, some areas including M&E, project maintenance and financial management were performed at a moderate level, and mobilizing resources from government agencies was assessed poorly. The people gained social, economic and environmental benefits from the CDPs. The CVs had strengths and weaknesses in the areas of their attitude, knowledge and skills, and in their performances in CDPs. Both young and senior CVs had similar attitude in the CDPs while there were differences in their knowledge and skills, and in their performance in conducting the CDPs. The CVs' performances were assessed positively due to various reasons. The good performances of the CVs led to the satisfaction of the beneficiaries on the project benefits. Nevertheless, there are still some performances and skills of the CV s are needed to improve. Certain recommendations were given to improve the performance of the CVs in the CDPs and in general development concepts and skills. In addition, the suggestion was given to improve the overall implementation of the CDPs to be more effective
