| 520 | _aOne of the main problems of the Greater Jakarta/Jabotabek area is the informal and haphazard pattern of urban land development in the urban-fringe areas. The government of DKI Jakarta is seeking to solve the problem by adopting the guided land development (GLD ) concept for the implementation of the DKI Jakarta masterplan. The aim is to ensure a sufficient supply of planned and serviced urban land in t h e Jabotabek Region over 15- 20 years at a low cost to government so as to control land prices, and to assist the establishment of low-income residential settlements. GLD was first proposed by the Jabotabek Metropolitan Development Planning (JMDP) Team in 1980. It was simplified by the DKI Jakarta government in 1984 and was again proposed by the West Java Urban Development Project (WJUDP) Team in 1985 for a special purpose. GLD was again proposed at DKI Jakarta in 1986, this time as two GLD pilot projects. However, a t 1988 there is still little performance. The aim of this research study is to assess and recommend on possible measures to improve the GLD concept and the application to achieve its successful implementation in the urban-fringe areas of the Jabotabek towns. The study was made by studying the GLD documents and the literature, by interviews and discussions with officers of the involved agencies of DKI Jakarta and the central government , and by firled trip findings. The study found that GLD is a potentially valuable system to guide and arrange the development of urban-fringe areas, to supply urbanized land and housing and to maintain the planned growth of a city. However, GLD needs certain conditions to be fulfilled which involve special efforts by the government and strong participation from the landowners and the other private sector persons involved in urban development. | ||
