520 _aThe effect of small hydropower, a high potential but unexploited energy source in Vietnam on utility's planning and environmental and economic issues have been examined in this study by using power generating system expansion planning model and transmission network expansion planning model. For generation expansion planning the least cost generation expansion planning model WASP IV has been used and for transmission network expansion planning a mixed integer disjunctive model for transmission network expansion written in GAMS by the author has been used. Power generation characteristic of small hydropower was established based on statistic data from some hydrology stations. This power has created a new "effective system load" and that results in the difference between the generation and network expansion plan of two cases without and with small hydropower. This difference reflects the effect of small hydropower on utility's planning and environmental and economic issues. The results found that power generation from grid-connected small hydro could affect not only the utility's power generation profile but also associated environmental and economic issues. It increases the generating system reliability by reducing loss of load probability from 0.19% to 0.10% and total expected energy not served from 1,988 GWh to 802 GWh. Besides, it could reduce the environmental emissions of C02 and NOx by 0.41 % and 0.28% respectively. For each kWh bought from small hydropower enterprises Electricity of Vietnam would avoid averagely 4.71 cents. Of which 1.98 cents is of avoided energy cost and 2.73 cents is of avoided capacity cost. This avoided cost has been used to calculate the utility's buyback rate for power produced by small hydropower enterprises giving an important provision for encouraging small investors to join power market.
