520 _aSolid waste management (SWM) is an important element of urban environmental services. This research, therefore, aims to assessment PPP in urban SWM in Lao context. By studying the HSWC by PPP in two villages of Saisettha district, VCC, this research tries to assessment the effectiveness of PPP and find out the underlying causes of this effectiveness or ineffectiveness in order to propose some policy implications towards better PPP in HSWC. The research finds out that while before 1989 the public sector was the sole actor in SWM for the whole Vcc. Factors from public sector include not only lack of polices and regulations supported, no technical training for private collectors, but more importantly the lack of human resource and staff capacity to have proper monitoring on the service. For the private sector, it lacks human resource and operational experience, and there are no social insurance and labor-protection clothes and equipments for its staffs. In addition, as two villages are different in socio-economic context and condition of infrastructure system, not only in terms of collection frequency, equipments, waste separation practice, sanitation but also in terms of management. More importantly, the effectiveness or ineffectiveness of the service is also affected by the willingness of village households to joint the private collection service, as well as their awareness on environmental issues and household waste separation issue. Therefore, in order to improve the effectiveness of PPP in HSWC, several issues needed to be addressed such as the commitment of government to promote PPP with clear mechanism for partnership, clear guidance for the implementation of PPP as well as monitoring system for service provision
